Every high school official
in New York State must meet minimum standards to referee high school
volleyball contests. Assignments may be handled by a secondary
school authority, a league representative, a section representative
or an individual designated as an assignor. Assignors are only
authorized to commit the officials’ duties of a volleyball contest
to members in good standing with their local organization. |

The local organizations are
responsible for training, testing and certifying competent officials
for interscholastic contests. These training sessions are held on
the court as well as in the classroom. Meetings of the local board
are also required as a means to conduct business and to better serve
the membership through sharing of vital information. These
criterion are known as the NYSPHSAA five-point program. |

Annually each board must
conduct a rule interpretation and administer a written examination.
A completed test must be filed with the NYSCVOA for any individual
to be considered a member in good standing. All members must attain
a score commensurate with the level of contest they officiate on
both a written and a practical exam. |

A practical examination is
administered every three years to ensure an officials’performance
remains of the same status as their current rating. These
court-side evaluations must also be filed with the NYSCVOA for any
individual to be considered a member in good standing. |
